Why doesn't Iran accept negotiations over its missile capability?

TEHRAN (Basirat) :Iranian Foreign Ministry Spokesman Bahram Qassemi has lashed out at the anti-Iran statements made by US National Security Adviser H. R. McMaster in Munich, saying that such remarks are contrary to the US government’s commitments under the Iran nuclear deal.
