TEHRAN (Basirat)- Russian President Vladimir Putin approved the new Doctrine of Information Security of Russia, according to a decree published on the legal information portal Tuesday.

"In order to ensure information security of Russia, I decree to adopt
the attached Doctrine of Information Security of the Russian
Federation," the document reads.
According to the document, one of the Russian strategic aims in ensuring
information security is the prevention of armed conflicts which may
lead to the use of information technologies.
It also includes the formation of a system of non-conflicting state
relations in information space and modernization of information security
systems of the Russian armed forces. It explains that some countries
building up capacity for information and technological impact to affect
Russia's information security for military purposes.
"In accordance with the military policy of the Russian Federation,
the main aims in provision of information security in defense are
strategic restraint and prevention of military conflicts which could
arise as a result of use of information technologies,” the document
said.
"Forming a stable system of non-contentious interstate relations in the
information space is a strategic aim of ensuring information security in
the sector of strategic stability and equal strategic partnership," the
document reads.
The doctrine also writes that special forces of several countries
use information and psychological impact to destabilize situation in
some world regions. It says that the number of coordinated cyberattacks
on Russian facilities on the rise, reconnaissance of other countries in
relation to Russia is increasing.
"The scale of special services of individual states using means of
information and psychological impact aiming to destabilize
intra-political and social situation in different parts of the world …
is expanding," the doctrine reads.
"The state of the information security in the sector of state and
public security is characterized by the constant increase in complexity,
increase of the scale and growth of coordination of computer attacks
against objects of critical information infrastructure, increase in
reconnaissance of foreign countries in relation to the Russian
Federation," the document reads.
"In accordance with the military policy of the Russian Federation, the
main aims in provision of information security in defense are
modernizing of the system of provision of Russian Armed Forces’
information security, other troops, military formations and bodies
including forces and resources of information confrontation," the
document reads.
Russian media is subjected to discrimination abroad, the work of journalists obstructed, the document underlines.
"Russian media resources are frequently subjected to blatant
discrimination abroad, obstructions are created for journalists in
fulfilling their professional activity," the document reads.
